They are African by location but they are not *******(thats a race accoring the US cenus).
Go to any source be it wikipedia, or a library and read what they say specifically on the Habesha of Eritrea and Ethiopia and you will see why people say they are not 'black'.

People are arguing not so much on their skin colour but their facial features, skulls and hair styles. Last time I checked the majority if not all africans from west, south and central have coarse/kinky hair.
The Eritreans and Ethiopian have big, loose curly hair or the women have silky hair.

Just joking...haha...there is an Ethiopian guy in one of my classes and he doesn't look African...he's lighter and even his hair isn't black, it's more of a lighter shade of brown. But, as for what race he is...I'd say, Ethiopian.

EDIT: You say the majority of blacks from the south, west, etc...where do you get this information from? Have you ever been to places like the Bahamas? Barbados? Jamaica? Guyana? Can you even find them on a map? There is so much variation in their skin tones and hair texture. Just because they aren't dark and have "silky" hair doesn't make them less black.
