Use Garnier Fructis Surf hair paste. Just get your hair pretty damp and rub the paste between your palms. Scrunch your hair and there! Surfer hair!

Use the Pantene Texturize Collection for shampoo and conditioner, a leave-in conditioner if needed, a scrunching/curling mousse, and you could use Bubble and Bubble Beach Spray, but I make it myself. I just mix some water and the sea salt you buy at the store in a spray bottle and Viola! Sexy, thick, surfer waves. If you're still having trouble, after putting in the mousse, put you're hair in a low bun and then spray it. I use my "beach spray" on wet and dry hair. Some subtle auburn highlights could also help.
